Overview
The unit examines reform in the public sector in Australia and internationally, and the impact of public sector reform as a global phenomenon. It considers theoretical explanations of reform and implementation in practice. The focus is on identifying and analysing practical issues facing public managers. Lessons are drawn from international practice.

Minimum total expected workload to achieve the learning outcomes for this unit is 144 hours per semester typically comprising a mixture of scheduled learning activities and independent study. Scheduled activities may include a combination of teacher directed learning, peer directed learning and online engagement.
This unit is delivered using a mix of synchronous and asynchronous learning activities. Learning is grouped around six modules. Each module contains:
- learning and preparation activities to familiarise you with the key themes and concepts of the topic;
- a tutorial (on campus or online) where the key themes and concepts of each module are explored in greater depth and you participate in small group discussions; and
- a post-class activity where you apply and reflect upon your learning by responding to a real-world task.
The key feature of learning at the postgraduate level is that you take active responsibility for your learning.
